SENIOR OFFICER- POLITICAL COOPERATION DIVISION 1
BackgroundThe Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contributes towards peace, progress and prosperity in the region. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit in November 2015, call the ASEAN Community to work towards building a community that is politically cohesive, economically integrated and socially responsible.
The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN, with the basic function of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities, and envisioned to be the nerve center of a strong and confident ASEAN Community.
In alignment with the Kuala Lumpur Declaration on ASEAN 2025 and key aspirations of the three pillars: ASEAN Political Security Community (APSC), ASEAN Economic Community (AEC) and ASEAN Socio-Cultural Community (ASCC), supported by the Department of Community & Corporate Affairs (CCA) the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for the position of: Senior Officer Political Cooperation Division 1.
Duties and Responsibilities:
Reporting to Assistant Director Political Cooperation Division 1, ASEAN Political-Security
Community Department, the Senior Officer shall:
1.) Support the work of the ASEAN Summit, the ACC and its relevant ad hoc subsidiary bodies, JCM, the CPR and its Working Group
- Attend and service the Meetings of the ASEAN Summit, the ASEAN Coordinating Council (ACC), JCM, Committee of Permanent Representatives (CPR) and Committee of Permanent Representatives Working Group (CPRWG).
- Attend and service the relevant ACC’s ad hoc subsidiary bodies as determined.
- Prepare the reports of the Meetings of the ACC and its relevant ad hoc subsidiary bodies, JCM, CPR and the CPRWG, in a timely manner.
- Prepare the reports of the ACC to the ASEAN Summit, and the CPR to the ACC.
- Prepare papers and other outputs on issues under the purview of this position.
- Provide and coordinate inputs to the draft Chairman’s Statement of the ASEAN Summit and other similar documents.
- Prepare, coordinate and monitor the follow-up actions on issues under the purview of this position including the ASEAN Charter.
- Timely update Divisions’ document databases.
- Provide briefing to the public and other institutions on matters related to APSC, when required.
Prepare proposals, discussion papers, analytical papers, information papers and other strategic papers for the relevant ASEAN bodies when required.
- Act as a resource person at the CPR and the CPRWG when required.
- Provide input into the drafting of political documents as well as agreements (in liaison with Legal Services & Agreements Directorate).
- Provide guidance/direction for Technical Assistant and Technical Officer on professional matters.
- Foster teamwork and collaboration within and outside of the Division.
- Conduct annual performance appraisals for Technical Assistant, Technical Officer and Secretary, and propose training and professional development activities forindividual staff.
- Prepare the annual budget for the Division.
- Manage the Division tasks of the Technical Assistant and Technical Officer.
- Participate in and contribute to Divisional or Directorate meetings.
Qualifications and experience:
- Postgraduate Degree in International Relations, Political Science or other appropriate specialist discipline.
- Extensive supervisory experience, within management position with a minimum six (6) years high-level experience in a recognized specialized field.
- High-level technical skills and knowledge in the area of responsibility.
- Demonstrated skills in problem solving, planning and the development of policies and procedures.
- Demonstrated ability to motivate staff and work effectively with people at all levels of the organization.
- Experience in identifying training and professional/technical development needs of staff.
- Demonstrated sound oral and written communication skills and sound interpersonal skills, including experience in a cross-cultural environment and international settings.
- Demonstrated ability to develop and maintain sound working relationships with stakeholders.
- Demonstrated commitment to collaborative work practices.
- Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
- Proven ability for accuracy under pressure and adherence to deadlines.
- Excellent command of English, written and spoken
Successful candidate will be offered a basic salary of $3,385 USDand attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the six-month probationary period.
